DONATED AND COMMISIONED SECUCRITY ASSETS
Enugu State Security Trust fund donated Two VTOL Surveillance Drones , Ten Hilux Vehicles, Forty Motorcycles, Four Hundred Bullet proof vests, and Four Hundred Helmets to Enugu state Government. These Assets were commissioned on 1st December 2025 by His Excellency, Governor Peter N. Mba.
INTRODUCTION
Overview of Enugu State Security Trust Fund (ESSTF)
Enugu State Government, under the leadership of His Excellency, Peter Mbah, is taking proactive measures to enhance security in the state, through the establishment of ESSTF. The Fund would be aimed at mobilizing resources
in cash and kind from both public and private corporate organizations, as well as well-meaning individuals, local and abroad. The primary objective of ESSTF is to provide support to security agencies operating within the state by
equipping them with the necessary crime-fighting equipment and resources.
Strategic Objectives of ESSTF
ESSTF’s strategic objectives is aimed at improving security in Enugu State. The includes;
Fundraiser
ESSTF shall serve as a financial vehicle for sourcing funds from private and public sector organizations, as well as
individuals, to support security-related initiatives.
Capacity
Building
ESSTF will be committed to investing in the professional development and skill enhancement of security personnel.
By allocating resources for training programs, the ESSTF will ensure that security personnel are equipped with the
necessary knowledge and expertise to effectively handle their duties and respond to emerging security challenges.
Technological
Advancement
ESSTF shall facilitates the acquisition and deployment of modern security equipment and technology, such as
surveillance cameras, communication systems, and forensic tools, to strengthen the security infrastructure in Enugu
State.
Advisory
ESSTF board shall also serve as advisers to the Governor on any matters related to Law enforcement at the Federal,
State or Local levels, including matters around their personnel or initiatives.
Community
Engagement
ESSTF shall actively engage with communities, fostering partnerships, and promoting public participation in
security matters through initiatives such as community policing and proposed neighbourhood watch programs.
Proposed Use of Proceeds for ESSTF
Procurement and maintenance of
Operational Vehicles, bulletproof
vest etc.
Procure life insurance policies for high-risk security operatives, giving them the confidence that their loved ones will be taken care of should their jobs lead to loss of life.
Wage augmentation for critical
security operatives within the state.
Installation of security infrastructures at
strategic locations. Such as surveillance
systems on major highways, intelligence
gathering technology.
Recommendation of grassroot security agencies to reduce security anxiety within the state.
Accountability Framework
To ensure accountability, ESSTF would put the following in place

Fund Audit
A yearly independent audit of the fund will be conducted by one of the top ten (10) audit firms, and the report will be made available to the general public.

Public Engagements
Annual or periodic Town Hall Meetings will be held to discuss security focused issues, showcase the impact of ESSTF initiatives, success stories, and encourage companies and individuals to make donations.

Digital Presence & Call Centers
The Fund will develop an online portal to provide the public with real-time updates on fund allocation, project progress, and outcomes achieved.
