Funding ESSTF
Proposed Strategy for
Funding ESSTF
Making a list of private organizations and individuals who in our estimation would be interested in contributing to the safety of Enugu would go a long way in building up ESSTF purse, potentially.
Actively seek grants from both national and international organizations that support security initiatives. These grants can be used to fund specific projects, acquire modern security equipment, or conduct training programs for security personnel. Some organizations include United Nations Development Programme (UNDP), United States Institute of Peace (USIP), Africa Union Peace Fund (AUPF)
Organising special events, such as charity walks, concerts, or community festivals, with the proceeds dedicated to ESSTF. This not only generates funds but also fosters community involvement and support for the cause.
Encourage businesses operating within the state to incorporate funding for ESSTF as part of their CSR initiatives. This not only enhances the corporate image but also strengthens the bond between businesses and the community by investing in the collective safety and security of the region.
Security Trust Fund Levy is a globally recognized approach found in many trust funds. Introducing a levy at various revenue collection points within the states offers a creative means to generate funds. For example, additional levies on fines/fees related to bail, traffic offenses, land title perfection, vehicle registrations, affidavits etc are effective channels for collecting levies to support ESSTF.
Proposed Use of Proceeds for ESSTF
Procurement and maintenance of
Operational Vehicles, bulletproof
vest etc.
Procure life insurance policies for high-risk security operatives, giving them the confidence that their loved ones will be taken care of should their jobs lead to loss of life.
Wage augmentation for critical
security operatives within the state.
Installation of security infrastructures at
strategic locations. Such as surveillance
systems on major highways, intelligence
gathering technology.
Recommendation of grassroot security agencies to reduce security anxiety within the state.
